Who do defend identity ?

Is identity a right ? Who do defend identity ? Are the governments responsible to defend personal and familiar identity ? What can we do if government is accomplice to identity embezzlement ? What can we do with internet and this facebook with identity embezzlement ? What is happening at schools with identity embezzlements of students ? Exist any authority somewhere who defends what I suppose we should defend ? 
Do we need appeal to international organizations to defend identity ? Local institutions seem not enough if we need appeal to international organizations to defend identity. Any idiot surrounding with information achieved ( we don't from where ), impersonate to do anything invocating our names, and nothing happens. Government seem not interested, financial system neither. Schools neither. Schools impersonate parents of children. What can we do with those people ? What can we do with this ignorance ?
